Description
The National Heavy Vehicle Accreditation Scheme (NHVAS) has been developed to offer transport operators a voluntary alternative means to comply with the regulatory requirements for mass limits, vehicle maintenance and now FATIGUE MANAGEMENT.
Operators are able to gain accreditation to the NHVAS if they prove they comply with the law through meeting the alternative compliance standards. Accredited operators need to:
- Develop an in-house assurance system
- Document the procedures staff must follow to achieve compliance
- Produce (and keep for audit) sets of documents that prove compliance
- Undergo independant audits from time to time.
- Meet the set standards for each module under NHVAS
There are now 3 modules available under the NHVAS:
Mass Management
Maintenance Management
Fatigue Management
Implementation - Gaining Accreditation:
In order for a company to gain accreditation under the NHVAS system they must:
1. Gain an application kit/form from local transport department
2. Gain an understanding of what standards your company is required to meet
3. Develop policies and procedures to meet all standards required for relevant module (mass, maintenance or fatigue) for your company.
NOTE: this can be done either internally or you can contract a person or company whom specialises in this area to develop the necessary systems for you and your company.
4. Conduct a review of your company procedures
5. Have your policies/procedures that meet all standards AUDITED by an accredited independent auditor whom is registered through RABQSA.
6. If audit successful, complete application kit/form and include audit report for submission to your local transport department.
